Washington holds back 5 percent of what a contractor earns on a public job until the wage paperwork clears. HeldBack finds the contracts where that money was never released. A missing affidavit is not proof on its own: a job that started six months ago has none because the work is not finished. So I let it read only contracts that started two to four years ago.
