MoguanPDF is a PDF toolkit that runs in the browser. The classic tools work entirely on your machine, on WebAssembly builds of qpdf and pdf-lib, and nothing is uploaded. Only the AI tools send extracted text to a language model, never the PDF itself.

There are 33 tools. Page work: compress, merge, split, rotate, delete pages, reorder, crop, page numbers, watermarks, stamps, Bates numbering, remove blank pages, encrypt and unlock, sign by drawing or uploading a signature, and redact, which burns the area into pixels and rebuilds the page so text extraction finds nothing. Images: image to PDF, ID and document copies laid out on A4, print an image at an exact physical size, view and strip photo EXIF data, convert between image formats including HEIC, and PDF to images or to one long image. Conversion: PDF to Word with an optional AI re-flow, PDF tables to Excel, and OCR for Chinese and English that runs locally with tesseract.js. AI tools: PDF to Markdown, summaries, translation across seven languages, questions about the document, split with AI suggestions, batch renaming of invoice PDFs, and a WeChat article formatter for Markdown. AI tools have a small free daily quota.

It installs as a PWA and the classic tools keep working offline. The classic tools need no login. The interface is in Chinese and English. There are also iOS, Android and HarmonyOS apps, and a mainland China edition at moguanpdf.cn.
