A multimedia distance-learning course on the safe use of Internet resources was developed as part of the CIS regional initiative “Creating a Child Online Protection Centre for the CIS Region”, adopted at WTDC-14 (Dubai, UAE). The course is divided into three parts: basic (for pre-school and junior school children), intermediate (for children in grades 5 to 9), and advanced (for senior pupils, students, parents, and teachers). Each part consists of thematic modules with tests at the end of each module. Since 2015, more than 45,000 users worldwide have accessed the course materials, and more than 20,000 certificates have been issued.

Laetus is an experimental AI-powered platform for exploring decision-making under uncertainty through behavioral analytics, probability, and real-world experimentation.Rather than trying to predict the future, Laetus investigates how independent signals can help people better understand uncertainty over time. The platform combines multiple experimental modules, including behavioral observations (Luck Pulse), AI-assisted forecasting, probability analysis, blockchain-based randomness, virtual lottery experiments, and long-term statistical tracking. Each source is analyzed independently before contributing to a higher-level decision framework, allowing signals to reinforce or contradict - one another as new evidence is collected.Laetus is built around a simple research philosophy: uncertainty shouldn't be reduced to a single prediction but explored through continuous observation, experimentation, and learning. The project was developed using an AI-assisted workflow (often described as vibe coding), where AI acted as an engineering collaborator throughout architecture design, backend implementation, analytics modeling, UI/UX design, localization, documentation, and product strategy. This enabled a solo founder to rapidly prototype, iterate, and evolve a complex research platform.Technically, Laetus includes:

Cross-platform mobile applications built with Flutter

Cloud-native backend and automated data pipelines

AI-assisted forecasting and behavioral analytics

Multi-source decision support framework

Blockchain-based randomness integration

Real-world experiment tracking

Administrative and monitoring infrastructure

Laetus is not a gambling application and does not sell lottery tickets or promise winning predictions. It is an independent research platform exploring how AI, behavioral science, probability, and human intuition can be combined to better understand decision-making under uncertainty.

Developed a comprehensive business plan for launching a nationwide broadband access operator in Ukraine using the 26 GHz frequency band. The plan outlined a market entry strategy targeting low-competition areas and delivering a full range of modern infocommunication services with guaranteed quality of service. It included the technical and economic justification for deploying a proprietary broadband access system — the ‘Radio Relay Ethernet Bridge’ — providing high-speed, reliable connectivity between subscriber access centers and network traffic concentration points, while optimizing capital and operational costs.

Business Plan for Nationwide Broadband Access

Designed and implemented the communication and data transmission system for the Unified Dispatch Service (UDS) of the Odesa Regional Center for Emergency Medical Care and Disaster Medicine. The system supports the reception and processing of emergency medical calls via the single national number ‘103’ from the Public Telephone Network (PTN) of the Odesa region. It provides real-time reception and guaranteed processing of calls from various communication technologies, ensures the retrieval of essential subscriber data from telecom operators, enables callback functionality, records and stores all data including multimedia traffic, and supports interoperability with communication networks of other agencies.

Developed a P2P LAN library for creating peer-to-peer channels over Ethernet using WinPcap, enabling the broadcast of network requests and the reception and analysis of messages encapsulated in Ethernet frames.

P2P LAN Library

Developed as part of the CIS Regional Initiative “Creating a Child Online Protection Centre for the CIS Region” adopted at WTDC-14 (Dubai, UAE). A team of experts compiled and tested a list of existing technical solutions, installing each on computers or mobile devices to verify all declared functions. Detailed test reports were created for every solution and stored in the database. The platform was developed based on recommendations for selecting the most suitable content filtering system for specific users or organizations.

Developed a methodology and determined tariffs for telecommunication services provided by the ‘UKRGAZTECHZVYAZOK’ branch of PJSC ‘UKRTRANSGAZ’. The project included analysis of the existing network structure, tariff policy, and cost accounting system; development of service classification and delivery models; review of ITU recommendations and national legislation; cost determination for each service; and creation of a step-by-step methodology with automation tools for tariff calculation. The results provided a transparent tariff formation system ensuring cost coverage and a justified profit margin, forming the basis for official tariff approval.
